Become an expert in Public Transformation and Strategy

The aim of this program is to train high-calibre executives capable of successfully managing the transformation of government departments, their international outreach, the issue of territories, and the full range of issues that arise in government management at a time of reduced spending and the digital transformation of public management tools.

In two years, this MSc enables students to understand and master the major political balances and stakes, the highly specific processes involved in making political decisions, and the fundamental drivers of public opinion in this field. 

Recognition of the Program

  • This program also delivers a Level 7 State Certification for its “Management of Institutions and Public Affairs” program, issued by the MBA Institutregistered under number 39879 in the RNCP (Répertoire National des Certifications Professionnelles).
  • Each validated year of study also earns 60 ECTS credits (European Credits Transfer System). This system enables simpler, more transparent recognition of diplomas and qualifications between European Union countries, and makes every student’s academic career more flexible and transparent. Pedagogy

Pedagogical objectives

The “Manager of Institutions and Public Affairs” programme aims to provide students with comprehensive and up-to-date expertise in the field of institutional and public affairs management, political science, institutional communication and lobbying. The programme enables students to develop strategic and operational skills that allow them to adapt to the new challenges facing the public and parapublic sectors.

The “Manager of Institutions and Public Affairs” qualification was registered with France Compétences in 2024 in order to meet the growing market needs and recruiters’ requirements for vocational training programmes.

Methods employed

HEIP offers programmes designed by academic and professional experts, regularly updated to remain aligned with the latest market trends and requirements. HEIP integrates innovative teaching methods such as case studies, simulations, and practical projects, enabling students to develop analytical and practical skills. Emphasis is placed on acquiring technical, analytical, and interpersonal skills necessary to succeed in the fields of public institutions and public affairs.

Assessment methods

Assessment methods are rigorous and based on varied approaches, including case studies, simulations, professional role-playing scenarios, practical projects, and oral presentations. Assessment criteria are clear and aim to measure mastery of skills developed by students. For example, students are assessed on their ability to develop communication plans, manage transformation projects, mobilise stakeholder networks, and lead change within the framework of European policies. These assessments ensure that graduates possess the necessary skills to excel in their careers.

Choose our Work-Study Program!

The MSc in Public Affairs & Institutional Management is offered on a Full-Time or work-study basis.

For students on an initial course, an internship is compulsory at the end of the program (minimum 110 days starting in March).
Work-study students are required to submit a report on their experience at the end of the year, with an oral presentation to a panel of judges.

Admission to the first year requires a two-year work-study contract ; to enter the second year directly, a one-year contract is sufficient.

Work-study programs are available on the Paris and Lyon campuses only, on a 2-week / 1-week schedule, with a minimum presence in the company of 110 days.

Prerequisites

MSc 1

  • Bachelor’s degree (180 ECTS) or equivalent foreign qualification in arts or humanities, law, social sciences, political science or economics
  • Interest and broad knowledge in political science and international relations

MSc 2

  • Bachelor’s +4 (240 ECTS) or equivalent foreign qualification in arts or humanities, law, social sciences, political science or economics
  • Interest and broad knowledge in political science and international relations

The candidate receives examination results 4 weeks after presenting their file to a panel.

Fees

Tuition Fees:

€10,350 per year of studies

(CVEC tax to be paid before the start of the school year following registration)

Application Fees:

€80 (for any year of studies you are applying to)

For students on work-study programs, the tuition fees are paid by the student’s company or institution and/or the skills operator (OPCO). The remaining cost for the student is zero. 

These fees are valid for the 2025/2026 academic year and are subject to annual review.
