A CAREER GUIDED BY A SENSE OF PUBLIC INTEREST
Since the beginning of 2023, Anthony Khiari, who graduated from HEIP in 2022, has been working at Avise, an agency for the development of the social and solidarity economy (SSE), as a project manager for the European Social Fund+ (ESF+).
His role is to support and assist social impact organizations in accessing European funding. It is involved at every stage of the projects it monitors, from analyzing grant applications to verifying their implementation in the field.
“What I appreciate most about my job is the diversity of the hats I wear: lawyer, consultant, auditor, network coordinator. It’s a profoundly human and strategic position at the same time.”
A MULTI-FACETED MISSION
Anthony’s day-to-day work revolves around three main missions:
- Examination of grant application files: it analyzes the projects proposed by socially useful structures and checks their compliance with ESF+ requirements and European regulations.
- Control of services rendered: once a project has been launched, it is ensured that the actions carried out correspond to what was planned. This involves both documentary checks and on-site visits.
- Animation and awareness-raising: Anthony designs and runs workshops for the general public to raise awareness of European funding schemes.
It also works closely with the French Ministry of Labor’s Direction Générale de l’Emploi et de la Formation Professionnelle (DGEFP ), the ESF+ managing authority at national level.
AN ACADEMIC CAREER FOCUSED ON EUROPE
Before joining HEIP, Anthony already had a keen interest in European affairs. He obtained a Master’s degree in European Studies at the Sorbonne Nouvelle, then continued at HEIP by joining the Master in Diplomacy, International Institutions and Development Policies.
At the same time as completing his Master’s at HEIP, he did a work-study placement with the Europe Department of the Hauts-de-France Region, where he trained in European territorial cooperation and regional public policy management.

WHAT HE REMEMBERS ABOUT HEIP
For Anthony, HEIP offered a stimulating academic environment, where theory and practice feed off each other. The work-study program, the expert teaching staff and the variety of courses on offer enabled him to refine his career plans.
“HEIP has given me the tools to understand how European policies work, but also to make a concrete contribution to them.”
HER ADVICE TO FUTURE GRADUATES
Anthony encourages students not to neglect the path of European funding and the social economy. In his view, these sectors are booming and offer high-impact jobs that are particularly accessible to committed young graduates.
His advice?
“Get involved in meaningful projects! ESF+ is an opportunity to see real, useful initiatives emerge all over the country. What’s more, you’ll see the concrete impact of your work, which is extremely rewarding.”

Anthony Khiari is the embodiment of a new generation of field workers, both technicians of public policy and ambassadors of a supportive and innovative Europe. His background is a perfect illustration of HEIP’s ambition to train enlightened, committed and action-oriented professionals.
